35 grandes entreprises, organisations, régions, territoires, institutions, et plus de 1 200 lycées, collèges, universités, écoles et centres de formation s’unissent pour faire découvrir aux jeunes les formations et les métiers de demain.
Le monde de demain sera la somme de défis importants que nous aurons su relever, notamment pour atteindre une planète plus propre, plus sûre et plus durable. Pour y parvenir, de nouveaux métiers vont apparaître dans des secteurs tels que l'agriculture, l'industrie, les énergies renouvelables, la santé, l'éducation, la technologie et bien d'autres encore.
Les jeunes d'aujourd'hui ont un rôle crucial à jouer pour relever ces défis. Ils devront acquérir des compétences dans des domaines tels que la science, la technologie, l'ingénierie et les mathématiques pour pouvoir résoudre les problèmes les plus complexes de notre société.
Le numérique constitue un outil essentiel pour relever ces défis, en permettant de développer de nouvelles solutions innovantes pour l'environnement, la santé, l'énergie, l'agriculture...
Il est dès aujourd’hui important de consommer autrement pour préserver l'environnement, et pour cela, les métiers du transport et de la logistique ainsi que l'industrie du recyclage ont un rôle clé à jouer.
Au cœur des changements, l'éducation est plus que jamais un enjeu majeur pour l'avenir, car elle doit permettre aux jeunes de développer leur créativité et leur esprit critique, de comprendre les enjeux environnementaux et sociaux, et de se préparer à des carrières dans des secteurs en évolution constante.
Enfin, rappelons que les arts, la culture, le patrimoine, le sport, les loisirs … et d’autres domaines économiques comme, par exemple, les services de l'hôtellerie-restauration ont plus que jamais leur place dans le monde de demain. Ces secteurs peuvent contribuer à une meilleure compréhension entre les cultures, à la préservation de notre patrimoine commun, à l'épanouissement personnel et à la convivialité.
En somme, le monde de demain offrira de nombreuses opportunités pour ceux qui seront prêts à les saisir. Les jeunes prennent leur avenir en main en allant à la rencontre des métiers et des formations qui se transforment pour demain.
Grâce au soutien d’Avec l’Industrie-Opco 2i, AFT, Alten, Carrefour, CCCA-BTP, Crédit Agricole, Crédit Mutuel Atlas, Elior, Federec, Société des Grands Projets, Icade, La Poste, l’Opcommerce, Manpower Group, Medef, Mgen, la Région Ile de France, Centre Val de Loire Orientation, La Région Grand Est, Région Haut-de-France, la Région Bourgogne Franche Comté, la Région Réunion, la Région Auvergne Rhône-Alpes Orientation, la Région Sud, Région Bretagne, la Collectivité Territoriale de Guyane,
plus de 100 000 jeunes, accompagnés par plus de 15 000 enseignants et formateurs, en France et dans 26 pays, de septembre 2023 à mars 2024, sont partis en quête des métiers et des formations.

Le jury des PARCOURSMETIERS AWARDS (4) est composé de plus de 20 000 jeunes parmi plus de 3 000 collèges, lycées, universités ou écoles du monde entier.
A l’issue de l’événement, les 1 100 films seront diffusés gratuitement dans tous les établissements d'éducation, de formation, et d’insertion, du collège au supérieur depuis à la plateforme PARCOURSMETIERS.TV
Plusieurs millions de visiteurs du monde entier sont attendus pour découvrir 7 grands enjeux, 7 grands thèmes du festival, une rétrospective régions et monde et un best of durant 8 semaines de compétition à l’issue desquelles seront décernés, par le jury public les Grands Prix PARCOURSMETIERS AWARDS.

( 1 ) JE FILME LE MÉTIER QUI ME PLAÎT, est un concours vidéo pédagogique qui propose aux jeunes de partir à la découverte des métiers en réalisant une vidéo de 3mn sur un métier. Ces vidéos sont mises en compétition dans des catégories thématiques soutenues par les institutions et partenaires du monde économique et donnent lieu à une remise des prix au Grand Rex en mai de chaque année depuis 17 ans. Le jury de professionnels de l’éducation, du monde économique, du cinéma est présidé cette année par Yann Arthus Bertrand, qui succède à Géraldine Nakache, Dany Boon, Jean Reno, Jean Dujardin…Concours sous le haut patronage du Gouvernement.
( 2 ) JE FILME MA FORMATION, est un concours vidéo pédagogique qui propose aux jeunes de faire connaître leur formation en réalisant une vidéo de 3mn sur la formation qu’ils suivent. Ces vidéos sont mises en compétition dans des catégories thématiques soutenues par les institutions et partenaires du monde économique et donnent lieu à une remise des prix au Grand Rex en mai de chaque année. Le jury de professionnels de la formation, du monde économique, de l’audiovisuel est présidé cette année Romuald Graveleau, Directeur de programmes ( M6- Top Chef...) qui succède à Guillaume Pley. Concours sous le haut patronage du Gouvernement.
( 3 ) PARCOURSMETIERS.TV est une plateforme vidéo indépendante à l’accès gratuit, soutenue par les grands ministères, dont l’objectif est l’aide à l’orientation par le partage de vidéos métiers et formations entre jeunes. Plusieurs milliers de vidéos sur les métiers et les formations y sont diffusées. Plus de 1M de visites/mois.
( 4 ) PARCOURSMETIERS AWARDS est le 1er festival vidéo en ligne sur les métiers et les formations. Né pendant le confinement en 2020, il reçoit chaque année plusieurs millions de visiteurs sur 2 mois de festival, durant lesquels plus de 20 000 jeunes membres du jury votent pour décerner les PARCOURSMETIERS AWARDS. Grand rendez-vous on line de la découverte des métiers et des formations, les enseignants s’en sont vite emparé pour créer autour des vidéos de nombreuses activités pédagogiques dans le cadre de l’aide à l’orientation.

Manama, Bahrain -- (ARAB NEWSWIRE) -- The ever-evolving online landscape continues to provide new opportunities for wildlife traffickers on a virtual marketplace where chances of detection are low and profits from selling endangered wildlife can be extremely high.
The challenge is that the Internet and social networking sites facilitate the illegal trade in wildlife and its product—including but not limited to ivory products, lion and cheetah cubs, apes, parrots, birds of prey and reptile skins—through online platform advertising live animals, birds or their products to sellers and buyers. Moreover, these online platforms provide direct sellers and buyers with dedicated pages and groups to traffic wildlife, feeding larger global networks. The ease facilitated though electronic payment platforms is encouraging people to trade in wildlife especially with the encryption tools that allows these people to remain anonymous.
In order to limit the spread of illegal online wildlife trade, IFAW (International Fund for Animal Welfare), in cooperation with the Supreme Council for the Environment in Bahrain, is implementing a regional training workshop on combating wildlife cybercrime on 14-16 June 2022 in Manama, Bahrain. Conducted by IFAW, with technical assistance from the Environmental Investigation Agency (EIA), this workshop will train participants on methods to track online activities and report accounts used to illegally trade in wildlife.
“Distinguishing between legal and illegal wildlife trade is particularly challenging online – especially given the huge volume of daily transactions,” said Elsayed Mohamed, IFAW’s Regional Director for the Middle East and North Africa. He continued, “There are already many threats on wildlife and their natural habitats, endangered animals cannot survive further pressure coming from the online market which is open 24/7”.
The capacity of wildlife law enforcement authorities in investigating these accounts online must be built to research and audit online accounts violating the law. Moreover, social media platforms and e-commerce sites should adopt policies to combat illegal wildlife trade to support law enforcement agencies responsible for preventing illegal wildlife trade.
The workshop was inaugurated by His Excellency Dr. Mohammed bin Mubarak bin Dina, Minister of Oil and Environment and Special Envoy for Climate Affairs, who indicated in his speech that "with rapid technical development, electronic commerce has imposed itself on society, including electronic commerce in endangered species, which has contributed to the prosperity of this species. The Internet has become a major gateway for advertising wildlife, and some have exploited this technical development for illegal trade in endangered species, so it is necessary to address this illegal trade.
In addition, his Excellency stressed the importance of concerted efforts between all partners and stakeholders in order to strengthen measures and procedures to combat wildlife cybercrime, through tightening control over content, and an immediate response to address these violations. His Excellency also reviewed the efforts made by the Kingdom of Bahrain toward combating the illegal trade of endangered species starting with the accession of the Kingdom of Bahrain to CITES in 2012 until the issuance of Environmental Law No. (7) Of 2022, through the national law on regulating and controlling international trade in endangered species.
This regional training workshop is the first of its kind in the region and includes participants from Bahrain, Kuwait, Oman, Saudi Arabia, United Arab Emirates, Egypt and Jordan.

يتمثل التحدي في التغلب على هذه المشكلة في أن الإنترنت ومواقع شبكات التواصل الاجتماعي تُسَهل التجارة غير المشروعة في الحياة الفطرية ومنتجاتها - على سبيل المثال لا الحصر منتجات العاج وأشبال الأسود والفهد الصياد وأنواع القردة وطيور الببغاوات والطيور الجارحة وجلود الزواحف - من خلال الاعلان عن الحيوانات الحية والطيور أو منتجاتها عبر منصة ما على الإنترنت لتسهيل التواصل بين البائعين والمشترين. علاوة على ذلك، توجه هذه المنصات الالكترونية البائعين والمشترين إلى صفحات ومجموعات مخصصة للإتجار بالحياة الفطرية، وتزويد الشبكات العالمية الأكبر. إن اليسر في التعامل الذي يتم من خلال منصات الدفع الإلكترونية تشجع الناس على التجارة في الحياة الفطرية خاصة باستخدام أدوات التشفير التي تتيح لهؤلاء الأشخاص عدم الكشف عن هويتهم والمحافظة على سريتهم.
من أجل الحد من انتشار التجارة غير المشروعة في الحياة الفطرية عبر الإنترنت، ينفذ الصندوق الدولي للرفق بالحيوان IFAW بالتعاون مع المجلس الأعلى للبيئة في البحرين ورشة عمل تدريبية إقليمية حول مكافحة الجرائم الإلكترونية للحياة الفطرية خلال الفترة 14-16 يونيو 2022 في المنامة، البحرين. ستعمل هذه الورشة التي يقوم بها الـ IFAW بمساعدة فنية من وكالة التحقيقات البيئية (EIA) على تدريب المشاركين على طرائق تتبع الحسابات والأنشطة الالكترونية التي تتاجر بشكل غير مشروع بالحياة الفطرية والإبلاغ عنها.
ذكر الدكتور السيد محمد، المدير الإقليمي لمنطقة الشرق الأوسط وشمال إفريقيا في IFAW: "إن التمييز بين التجارة المشروعة وغير المشروعة في الحياة الفطرية يمثل تحديًا خاصًا على الإنترنت - لا سيما بالنظر إلى الحجم الهائل من المعاملات اليومية". وتابع: "هناك بالفعل العديد من التهديدات والضغوطات على الحياة الفطرية وموائلها الطبيعية، ولا يمكن للحيوانات المهددة بالانقراض أن تتحمل المزيد من الضغوط القادمة من سوق الإنترنت المفتوح على مدار الساعة طوال أيام الأسبوع".
يجب بناء القدرات والكفاءات لدى سلطات إنفاذ قانون حماية الحياة الفطرية من أجل البحث والتدقيق في هذه الحسابات الالكترونية. ومع ذلك، يجب أن تتبنى منصات وسائل التواصل الاجتماعي ومواقع التجارة الإلكترونية سياسات تمنع التجارة غير المشروعة في الأحياء الفطرية لدعم وكالات إنفاذ القانون المسؤولة عن منع التجارة غير المشروعة في الحياة الفطرية.
افتتح الورشة سعادة الدكتور محمد بن مبارك بن دينه وزير النفط والبيئة المبعوث الخاص لشؤون المناخ الذي أشار في كلمته إلى أنه "مع التطور التقني السريع فرضت التجارة الالكترونية نفسها على المجتمع، ومن بينها التجارة الالكترونية في الأنواع الفطرية المهددة بالانقراض، مما ساهم في ازدهار هذا النوع من التجارة، وأصبح الانترنت بوابة رئيسية للإعلان عن تجارة الحياة الفطرية. ولقد استغل البعض هذه التطور التقني للإتجار غير القانوني بالأنواع الفطرية المهددة بالانقراض، فكان لابد من التصدي لهذه التجارة غير القانونية.
مؤكدا سعادته على "أهمية تظافر الجهود بين كافة الشركاء والمعنيين من أجل تعزيز التدابير والإجراءات لمكافحة التجارة غير القانونية في الحياة الفطرية عبر الانترنت، و ذلك من خلال تشديد الرقابة على المحتوى، والاستجابة الفورية للتصدي لهذه المخالفات" ، كما استعرض سعادته الجهود التي بذلتها مملكة البحرين تجاه مكافحة التجارة غير القانونية للأنواع الفطرية المهددة بالانقراض بدءا من انضمام مملكة البحرين لاتفاقية سايتس في العام 2012 حتى صدور قانون البيئة رقم (7) لسنة 2022، مرورا بالقانون الوطني المعني بتنظيم ومراقبة التجارة الدولية في الأنواع الفطرية المهددة بالانقراض.
يُشار إلى أن الورشة الإقليمية هي الأول من نوعها في المنطقة وتضم مشاركين من البحرين والكويت وسلطنة عُمان والمملكة العربية السعودية والإمارات العربية المتحدة ومصر والأردن.
Muscat, Oman (ARAB NEWSWIRE) – Shark populations continue to decline due to unsustainable shark catch practices, including shark finning. Hence, as many countries begin to prioritize the importance of marine life protection and fishing regulations, Oman takes the first step to outline science-based shark catch assessments to further regulate shark catch and trade in accordance with the Convention on International Trade in Endangered Species of wild fauna and flora (CITES), with the support of the International Fund for Animal Welfare (IFAW).
In the Middle East and North Africa region, Oman will be the first country to carry a study in the direction of outlining a science based shark catch assessment known as “CITES Non-Detrimental Findings” (NDFs). Funded by the Shark Conservation Fund, and with the technical support of Save our Seas Foundation, the three-day workshop will start on 17 May in Muscat, Oman.
What are CITES NDFs?
CITES is a convention regulating the international trade in endangered species between countries, which are referred to as “parties”.
To regulate and systemize the international trade process, CITES designated “Appendix II” list for species which are allowed to be internationally traded for commercial purposes on the condition that it is regulated and its export will not be detrimental to the survival of that species in their natural habitats.
The decision on whether or not the export is detrimental will be determined by the Scientific Authority of the State of export based on the NDF assessment.
NDF is carried out through data collection, which is the core purpose of the NDF. Therefore, to complete the NDF, the data collected must comprise the biological characteristics of the species—breeding period, species count and survival, the pressure on the species in terms of catch and trade, and finally the existing laws concerning its protection.
What is the challenge in outlining NDFs?
Referred to as “non-detriment findings”, these are intended to ensure that exports of individual listed animals and their products and derivatives, have not harmed wild populations or ecosystems which they have come from.
Because the Scientific Authority of each CITES Party is responsible for making NDFs and determining how to do so, the Conference of the Parties (CoP) has not produced binding technical criteria for undertaking NDFs—in other words, NDFs are specifically tailored for each country and it is the countries responsibility to undertake it. Therefore, considerable effort has been made by some CITES Parties, inter-governmental organisations (IGOs), non-governmental organisations (NGOs), the CITES Secretariat and the CoP to develop non-binding general and taxon-specific guidance for making NDFs. This is where IFAW steps in.
IFAW in cooperation with the Environment Authority, and the Ministry of Agriculture, Fisheries and Water Recourses, will provide an outline to collect data and complete the NDFs assessment for the most caught shark species in Oman: the silky and bigeye thresher sharks. Participants including local authorities as well as on-ground expertise such as the National Marine Research Centre, and the Environment Society of Oman, will be participating in the workshop and take part in completing the NDFs.
Why are NDFs important?
In the Arabian Seas alone, there are more than 30 different species of shark, and the majority need protection since three-quarters of the species studied are now threated with extinction according to IUCN criteria.
“To be able to protect species, we must know about them” says Akram Eissa Darwich, IFAW’s MENA Program Manager. He continues, “Undertaking NDFs in Oman will support the authorities in making the right decisions concerning trade which will ultimately save them”.
Undoubtedly, building capacity in this scientific route is a necessary step to combat wildlife trafficking, and those who will participate in this novice process will be fundamental in improving the national laws that regulate trade according to CITES.
Steps forward?
IFAW is encouraging other countries to follow lead and begin working on their NDFs which will enable them to develop their national legislation based on scientific research that will ultimately protect more animals that are endemic to the country, and is considered to many, an invaluable national treasure.
Moreover, IFAW is highlighting the importance of neighbouring countries working together as many of the species are migratory and their protection would be impossible without the collective effort of the countries and their unity in the conservation mission.

ما هي دراسات عدم الإضرار بالنوع وفقاُ لاتفاقية سايتس CITES NDFs؟

لماذا تعتبر دراسات عدم الإضرار بالنوع مهمة؟
يوجد في البحار العربية وحدها أكثر من 30 نوعًا مختلفًا من أسماك القرش، غالبيتها تحتاج إلى الحماية لأن ثلاثة أرباع الأنواع المدروسة مهددة الآن بالانقراض وفقًا لمعايير الاتحاد الدولي لحماية الطبيعة (IUCN).
يقول أكرم عيسى درويش، مدير البرامج في الأيفو للشرق الأوسط وشمال أفريقيا: "لكي نتمكن من حماية الأنواع، يجب أن نعرفها" ويتابع قائلاً: "إن القيام بدراسات عدم الإضرار بالنوع في سلطنة عُمان سوف يدعم السلطات في اتخاذ القرارات الصحيحة المتعلقة بالتجارة بهذه الأنواع والتي ستحميها في نهاية المطاف".
مما لا شك فيه أن بناء القدرات في هذا المنحى العلمي يُعد خطوة ضرورية لمكافحة الاتجار غير القانوني بالحياة الفطرية، وسيكون أولئك المشاركون في هذه العملية الجديدة أساسيين في تحسين القوانين الوطنية التي تنظم التجارة وفقًا لاتفاقية السايتس.
الخطوات قُدُمًا؟
يشجع الأيفو الدول الأخرى على اتباع هذه الخطوة الرائدة والبدء في العمل على إعداد دراسات عدم الإضرار بالنوع الخاصة بهم بما يُمكنَّهم من تطوير تشريعاتهم الوطنية على أساس علمي والذي سيحمي في نهاية المطاف المزيد من الحيوانات المتوطنة في دولهم، والتي تعتبر بالنسبة للكثيرين كنزًا وطنيًا لا يقدر بثمن.
علاوة على ذلك، يقوم الأيفو بتسليط الضوء على أهمية عمل الدول المجاورة معًا لأن العديد من الأنواع مهاجرة، وستكون حمايتها مستحيلة بدون الجهد الجماعي للدول واتحادها في مهمة الحفظ والحماية.

In Finland, over five hundred children and young people took part in an empathy study concerning emotions toward the war in Ukraine. The results of this study, conducted by the Asikkala Municipality and NayaDaya Inc., also reveal the root causes for the emotions and their effects on behavior.
In the study, 541 children and young people from Asikkala Municipality primary school system, between 1st and 9th grades, expressed their emotions and gave reasons behind their emotions toward the war in Ukraine. The most common emotions were sadness, fear, hate, interest, disappointment, compassion, and anger.
The reasons behind the emotions included suffering and death of innocent Ukrainians as well as the threat of the war spreading to Finland. Many responses also underlined the absurdity, incomprehensibility, and injustice of war.
Among the children and young people, the war also evokes hatred and aggression toward President Putin, Russia, and the Russians.
"Over two-thirds of the children and young people expressed negative emotions or compassion toward the war in Ukraine. The reasoning reveals their ability to concretely internalize the purpose of the war. Many of the emotions are crippling and are necessarily not visible to the outside world. Some of the experiences indicate even aggressive behavior. The consequences may turn out to be unfortunate for the Russian children and youth living in Finland", says CEO Timo Järvinen from empathy analytics company NayaDaya Inc.
"The study shows that in our schools we ought to pay attention to the thoughts and emotions evoked by the war in Ukraine. Students will not necessarily bring the topic up by themselves by asking questions, for example. The results indicate that the effects of war live in their minds, regardless. Discussion is needed so the children’s worries, fears, and feelings of hatred become visible and are taken care of. Especially, we must prevent the Russian children from becoming targets of stigmatizing and bullying", highlights Director of Education Petri Haapanen from Asikkala Municipality.
Students’ emotions toward education and the school community are regularly studied in all schools in Asikkala Municipality. Similarly, the school faculty and staff are asked about their experiences in relation to their work and work community. The empathy analytics, which is based on emotions, science, and data, also reveals the impact emotions have on peoples’ behavior and engagement.

"Russian President Vladimir Putin abuses empathy to identify the weaknesses of Western democracies and to achieve his goal: fear that compensates for the lack of respect," writes Timo Järvinen, CEO of the Finnish empathy analytics company NayaDaya Inc.
Emotions live at the heart of experiences, interaction, and behavior. Through emotions, we are connected to ourselves, each other, and our world. Emotions are present everywhere, in well-being and suffering.
Through empathy, we share this human process with each other. We place ourselves into the shoes of people, recognize their different perspectives, and vibrate at the same frequency, for example, of fear and relief. At its best, empathy makes us treat others as we want to be treated.
Most people are capable of empathy: their inherent tendencies promote compassion and prosocial behavior. A small percentage of people is unable to empathize. Yet they may be very much capable to identify and exploit other people’s emotions and their underlying causes.
The war in Ukraine has highlighted the two faces of empathy. Compassion and help are flooding Ukraine from all directions, but no decisive step is being taken: soldiers from other countries are not crossing the Ukrainian border, due to Putin's intimidation of nuclear weapons and even World War III.
Russia knows this. Putin represents the dark side of empathy: he recognizes and exploits the worst fears of Western democracies, including us, Finns. Putin is also manipulating his own citizens and troops with his lies.
Putin is driving Finns into a situation where there are only threatening options left: If we join NATO, how will Russia react? If we do not join NATO, is the fate of Ukraine waiting for us?
What is Putin striving for? His goals are hard to understand if you try to find logic in them. The benefits of war cannot outweigh the disadvantages.
Maybe it's not about rationality at all. Maybe Putin needs appreciation and respect first and foremost. During the Soviet era, respect and fear were synonymous with each other. Once Russia’s power has waned and the world has changed, there are no longer any means to get and maintain respect. What remains is the last and most familiar of the means: fear.
Perhaps Putin’s goal is simply to create fear – the experience of being feared. Perhaps Putin would rather see his people suffer and his soldiers die than experience inferiority to Western leaders. Fear makes him a significant, right now perhaps even the most significant person in the world. He would not have achieved this position by any other means.
A dictator with a nuclear weapon whose primary goal is to be feared is a daunting combination. However, it must be remembered that every statement made by Putin or by those close to him must be interpreted against the background that they are intended to create fear in the maximum possible way. It is obvious that in the coming weeks, months, and years we will hear frightening words and threats. Still, that doesn’t mean the threats will be materialized. For Putin, fear is an end in itself, a measure of respect.
What should the Finns do? Do we live in uncertainty and fear, as victims of manipulation, on a leash, giving Putin the satisfaction he seeks – to be feared?
When Putin places himself into our position, goes under our skin, and uses our fears against us, we must do the same: Step into Putin’s shoes and act to our own advantage. We refuse to be puppets; we make our own decisions. We put in front of him what stops him. We speak the language he and his people understand.
From the perspective of actually solving the problem, the most effective would be to offer Putin what he needs and make it possible in some other way than by threatening and fighting. The key word is respect – the solution would be respect without fear. However, in the current situation, it is impossible to show respect. However, if at some point there is an opportunity to allow Putin to withdraw while still retaining his face, holding on to his honour or even strengthening it, it is good to keep this in mind. However, we should not remain waiting for this in the context of Finland's own decisions.
Empathy has two faces. In the wrong hands, empathy is a weapon by which people are exploited. In this insensitive game, human experiences have only instrumental value.
If we take genuine responsibility for the emotions and experiences we produce for each other, empathy is an inexhaustible source of compassion, collaboration, and success in companies, organizations, society, and the global community.
True empathy makes us come together in times of need and joy. Those who step into the shoes of people and operate from genuine empathy are our servants, the solvers of our common problems, and the makers of a better future.
In them we can trust.

Dans la préparation et l’exécution des objectifs arrêtés lors des sommets mondiaux (COP), chaque administration souveraine utilise en fait les moyens qui sont à sa disposition pour défendre les intérêts des secteurs de l’ordre établi qu’elle administre.
Le représentant de la SmC a adressé hier une lettre ouverte au Secrétaire général de l’ONU afin de sortir du cadre multilatéral qui bloque l’application du Protocole de Kyoto depuis plus de 20 ans. Il lui propose les moyens logiciels pour mettre en œuvre le Plan Global du Changement Climatique (PG3C) grâce au Web 3.0.
L’Union Européenne est gravement menacée par les conséquences de la désintégration de plusieurs Etats en Afrique et au Moyen-Orient, les migrations climatiques et le terrorisme djihadiste. Sa politique de coopération internationale vise en réponse à développer les interdépendances économiques pour favoriser l’emploi, renforcer les structures étatiques et réduire la misère qui alimente les migrations et le terrorisme. La politique européenne de voisinage n’est toutefois pas parvenue jusqu’à présent à mettre en œuvre correctement la Formule Monnet qui a si bien fonctionné depuis 70 ans en Europe occidentale.
Cette formule consiste à transposer certaines directives européennes dans les Etats à l’UE, à conclure avec eux des accords de reconnaissance mutuelle et à ouvrir le libre accès au marché unique européen aux productions concernées. Cet accord se traduit par un appel aux exportations qui développe l’emploi, établi une interdépendance économique et réduit les foyers du terrorisme tout en renforçant les structures étatiques.
Cette politique a bien fonctionné lors de l’élargissement de l’UE au Pays d’Europe Centrale et Orientale. Elle a prévenu les risques de guerres dans ces Etats, sauf, faute de temps, pour l’ancienne Yougoslavie. En revanche, malgré un budget de plusieurs milliards d’euros, les marchés d’assistance technique visant à transposer les directives européennes dans les Etats associés en Afrique et au Moyen-Orient ont jusqu’à présent échoué. Cet échec est la cause du déclenchement du printemps arabe en Tunisie et en Syrie.
L’article publié dans le blog du président de la SmC sous le titre Bataclan Plus Jamais montre que si une la politique européenne de voisinage avait pu être correctement appliquée, les attentats du Bataclan n’auraient probablement pas eu lieu. Il reproche à la politique européenne de voisinage de ne pas avoir utilisé les outils appropriés qui existent pour transposer les directives concernées dans les Etats bénéficiaires. Une lettre ouverte a été adressée ce jour au Président de l’Union Européenne et une autre au Président de la République Tunisienne, afin que le meilleur état des techniques puisse être mis d’urgence au service de la sécurité intérieure de l’UE et du rêve de paix universelle tel que dessiné par Jean Monnet en 1943 à Alger.

Jadis florissant, le secteur industriel de la France a été dévasté par les délocalisations. Profitant des faiblesses de la protection de son patrimoine technologique, les productions ont été transférées dans des pays où les coûts de la main d’œuvre apparaissaient plus compétitifs.
La décentralisation Web 3.0 permet aujourd’hui, grâce à exploitation décentralisée du droit d’auteur, de reconquérir une part des emplois perdus et de favoriser le maintien durable des emplois nouveaux, tout en rendant plus attractifs pour l’épargne privée les investissements créatifs.
Dans sa lettre ouverte aux collectivités locales liée au présent communiqué, le président de la SmC suggère une stratégie fondée sur la clause d’affiliation territoriale. S’inspirant des appellations d’origine protégée, cette clause consiste pour une collectivité locale à prendre une hypothèque garantissant le développement d’une innovation sur son territoire en échange du soutien qu’elle apporte à la propriété intellectuelle de son ou ses auteurs. Ainsi les nouveaux emplois créés ne pourront plus partir à l’étranger, sauf pour l’optimisation de l’exploitation de l’innovation.
Dans un article de blog rédigé en appui à cette lettre, le président de la SmC décrit l’exemple de l’application de cette stratégie au service des logiciels de navigation. Ces logiciels résultent au départ d’une innovation française née en Lorraine au début des années quatre-vingts. Son marché, déjà considérable, va connaître sous peu une explosion du fait de l’essor des logiciels de pilotage automatique des automobiles. L’action entreprise par la SmC consiste à créer un pôle de développement à Metz pour fédérer la R&D mondiale et générer des économies d’échelle via des licences mondiales des droits que détient Gérard de Villeroché, auteur du logiciel qui en est l’origine. Il est prévu de recruter près d’une centaine de personnes pour le fonctionnement de cette « Creapole » (voir le livre Le Titre Souverain)

يقول محامي الترافع بيلينج (QC) إن المؤسسة الليبية للاستثمار لم يكن لديها فرصة حقيقية للنجاح في إثبات أنها قد قدمت ادعاءاتها في الوقت المحدد، وهي نتيجة مماثلة لتلك التي توصل إليها محامي الترافع برايان (QC) في الحكم الصادرعام 2019 في قضية المؤسسة الليبية للاستثمار ضد جيه بي مورجن - LIA vs J.P. Morgan. خسرت المؤسسة الليبية للاستثمار استئنافها ضد حكم جيه بي مورجن، ولكن مستشار المؤسسة الليبية للاستثمار أوضح للمحكمة يوم الجمعة أن المؤسسة الليبية للاستثمار لن تستأنف قرار كريدت سويس.
ربما يعني هذا نهاية سبع سنوات من ملاحقة غير مثمرة لبنوك عالمية كبرى بشأن استثمارات تم وضعها لديهم قبيل المراحل الأولى من الأزمة المالية العالمية 2007-2008.
يقول الجهمي: "لقد حان الوقت للمؤسسة الليبية للاستثمار أن تركز على ليبيا". هكذا قرار سيعني وضع حد للثروات التي أنفقت على المحامين في لندن بدلاً من المدارس والمستشفيات والاحتياجات الأساسية الليبية.
وصفت تكاليف قضية كريدت سويس بأنها كانت محزنة في جلسة استماع الأسبوع الماضي، مع اضطرار المؤسسة الليبية للاستثمار إلى تغطية نسبة كبيرة من تكاليف المدعى عليهم القضائية، والتي تضمنت عقوبات وذلك لمتابعة قضية قيل في جلسة الاستماع أنها "بنيت على التخمين، وضعيفة، وانتهازية وهزيلة".
في أبريل 2019، كشفت الحكومة الليبية أن المؤسسة الليبية للاستثمار أنفقت أكثر من 500 مليون يورو رسوم قضائية متعلقة بالتقاضي ضد بنوك عالمية، والنزاعات بشأن السيطرة على المؤسسة الليبية للاستثمار.
لقد نفى الجهمي باستمرار المزاعم القائلة بأنه قام برشوة أو ترهيب موظفي المؤسسة الليبية للاستثمار للحصول على موافقات لاستثمارات قامت بها المؤسسة، أو أنه أثر على التعيينات في المؤسسة، أو أنه دفع رشاوى إلى سيف الإسلام القذافي، نجل الديكتاتور الليبي. وقد أكد الجهمي، وهو من أوائل المؤيدين للثورة ضد معمر القذافي، أنه أصبح هدفًا للانتقام مباشرة بعد كشفه عن المصرفيين الفاسدين في نظام القذافي السابق لقادة الثورة.
استمر استهداف الجهمي بعد أن أعيد بعض مصرفي القذافي إلى مواقع النفوذ في ليبيا بعد الثورة. في حين يصرف التقاضي ضد البنوك الغربية الانتباه عن الأسئلة المتعلقة بالأموال المفقودة في عهد القذافي، وعن الفساد المستمر في الوقت الراهن في ليبيا.
يقول الجهمي: "الدعاوى التي رفعت ضدي تعود إلى عام 2008، والتي كانت موضعا للتقصي من قبل السلطات الأمريكية و البريطانية و السويسرية، لم تسفر عن أي نتائج ضدي." "لقد كررت المؤسسة الليبية للاستثمار باستمرار نفس الادعاءات، لكنها تخلت عن القضية عندما أتيحت الفرصة للفصل في هذه الادعاءات من قبل المحكمة".

LONDON, UK – (ARAB NEWSWIRE) -- The UK Commercial Court on Friday dismissed a second case brought by the Libyan Investment Authority against businessman Walid Giahmi, a defendant in the $US 200 million case the LIA brought against Credit Suisse and three other defendants. See Case No: CL-2019-000691 with Neutral Citation Number: [2021] EWHC 2684 (Comm) that was presided at THE HIGH COURT OF JUSTICE BUSINESS AND PROPERTY COURTS OF ENGLAND AND WALES COMMERCIAL COURT (QBD) at the Royal Courts of Justice, Rolls Building, Fetter Lane, London, EC4A 1NL .
Mr Justice Pelling QC said the LIA had “no real prospect of success” of showing that it had lodged its claims in a timely manner, a similar finding to that reached by Mr Justice Bryan in a 2019 ruling on the LIA vs J.P. Morgan. The LIA lost an appeal on the J.P. Morgan judgement but Counsel for the LIA indicated to the Court on Friday that the LIA will not be appealing the Credit Suisse decision.
This likely means an end to the LIA’s seven-year largely fruitless pursuit of major international banks over investments placed with them on the eve of or the early stages of the 2007-8 global financial crisis.
“It is time that the Libyan Investment Authority concentrates on Libya,” Mr Giahmi said. “This decision should mean an end to the fortunes spent on London lawyers in preference to Libyan schools, hospitals and basic necessities.”
Costs involved in the Credit Suisse case were described as “eye-watering” in last week’s hearing, with the LIA having to meet a large proportion of defendant’s costs, which included some penalty costs for pursuing a case said in the hearing to meet a standard of being “speculative, weak, opportunistic and thin.”
In April 2019, the Libyan Government disclosed that the LIA had already spent more than €500 million on legal fees in litigation against global banks and contesting control over the LIA.
Mr Giahmi has consistently denied allegations that he bribed or intimidated LIA employees to obtain approvals for investments made by the LIA or that he influenced appointments to the LIA or channelled bribes to the Libyan dictator’s son, Saif al-Islam Gaddafi. An early supporter of the revolution against Muammar Gaddafi, Giahmi maintains that he became the target of retaliation immediately after identifying suspected corrupt former Gaddafi bankers to the leaders of the revolution.
He continued to be targeted as some of Gaddafi’s bankers manoeuvred themselves back into positions of influence in post-revolutionary Libya, with the litigation against Western banks serving “as a useful distraction” against questions about missing money during the Gaddafi era and continuing corruption in current day Libya.
“The allegations against me date back to 2008 and were the subject of UK, US and Swiss regulatory inquiries which produced no adverse findings,” he said. “The LIA has continually recycled the same allegations, but withdrew the case when they had the opportunity to have them determined by a court.
“This has deprived me of the opportunity for me to clear myself, or for the courts to consider the mass of information I have provided on banking and financial corruption from the time of the Gaddafi regime on. If the parties involved wanted to respond to the material I have presented to the courts, they have had every opportunity to respond in specifics and in detail – and they haven’t.”

Une plainte pénale a été déposée le 4 octobre 2021 auprès du Procureur de la République de Mulhouse. Elle vise les détournements qui sont la cause de l'échec de la Politique Européenne de Voisinage (PEV). Cet échec a lourdement pesé dans le déroulement du drame tunisien.
La Tunisie a été le premier exportateur de jeunes pour le djihad et pour le terrorisme international. Pourquoi ? Parce que la Politique Européenne de Voisinage (PEV) n’a pas rempli la mission qui lui était dévolue. La PEV a été conçue pour favoriser la stabilité politique des pays voisins. Le génie de la PEV réside dans le développement de solidarités économiques étroites tendant à préserver la paix du continent et du bassin méditerranéen.
Meilleure élève de la coopération Euromed en 2005, la Tunisie avait tout à gagner de la PEV. Le gouvernement, l'administration et les partenaires économiques et sociaux ont tous investi avec enthousiasme dans la promesse de l’Europe. La PEV allait doter les entreprises tunisiennes d’un cadre juridique harmonisé assurant à leurs produits une libre circulation dans le marché unique de l’UE et un fort degré d'acceptation sur le marché mondial. Le secteur industriel aurait dû enregistrer une formidable croissance, liée à l’avantage compétitif que détient la Tunisie en matière de main d’œuvre. La PEV a non seulement échoué ; il a fallu, en plus, attendre quinze années pour qu’un expert soit nommé afin d’analyser les causes de cet échec et de proposer les moyens d’y remédier. Son rapport vient d'être remise au Consortium compétent pour ce projet. |
Le rapport en question présente un caractère explosif. Selon ses conclusions, la PEV a fonctionné à l’envers : pour que les produits tunisiens circulent librement dans l’espace européen, il aurait fallu avant toute chose transposer les exigences des directives concernées dans la législation intérieure de la Tunisie. Alors, l’aide aux infrastructures nécessaires pour les implémenter dans les entreprises aurait été pleinement efficace et un marché de 500 millions de consommateurs aurait été ouvert à leurs produits.
Sur les deux milliards dépensés, moins de 10 millions d’euros ont servi à transposer les directives dans la législation tunisienne. Le principal programme (dénommé ACAA) pour instaurer le cadre juridique harmonisé n’a été que de 1,250 millions d’euros. Les outils utilisés par le consortium choisi pour piloter ce programme étaient obsolètes. Résultat: aucune des directives nécessaires n’a été transposée.
En l’absence d’un cadre juridique tunisien exigeant, les fonds publics européens distribués aux consortia pour délivrer l’assistance ont été détournés de leur sens véritable. Démantelant l’ancien système qualité, ils ont eu un effet dévastateur pour l’économie du pays. La PEV a débouché sur une interminable et chaotique période de transition. Ne pouvant pas s’appuyer sur un cadre légal de référence, les conseils et les formations délivrés par les consortia n’ont pas eu d’impact durable. Les conséquences ont été catastrophiques pour le pays : désindustrialisation, aggravation du chômage, diminution du revenu national et troubles politiques (avec la montée des idéologies radicales).
Ces détournements n’ont pas touché que la seule Tunisie. Depuis ses origines, la PEV s’est heurtée aux lobbies des consortia qui exploitent l’aide européenne pour les ressources qu’elle leur procure, sans se préoccuper du sens des marchés qui leur sont confiés. Ceci explique que des trésors d’ingénierie politique aient été déployés pour censurer les conclusions du rapport de l'expert et maintenir intacte la machine à dépenser les deniers publics européens : fabrication d’un faux en écriture publique pour les éliminer du débat officiel et corruption de l'expert pour obtenir un texte de complaisance consacrant la poursuite des détournements de fonds.
Saisie d'un recours contre ces agissements délictueux, la Délégation européenne a refusé d'évaluer les remèdes proposés pour la mise en oeuvre du marché sur l'application accélérée de la PEV en Tunisie, en arguant de son incompétence. D'où le choix de la voie pénale.
HUS (Joint Authority of the Helsinki and Uusimaa Hospital District) receives more often compassion, pride, and admiration than private health care brands Terveystalo, Mehiläinen, and Pihlajalinna. These results become apparent from an empathy study conducted by NayaDaya Inc., YouGov, and Statista in cooperation with Data & Marketing Association of Finland (DMA Finland/ASML).
The study covered adult Finns’ emotions and engagement toward public and private health care sectors and the biggest brands in the industry. The brands included in the study are HUS (Joint Authority of the Helsinki and Uusimaa Hospital District), Terveystalo, Mehiläinen, and Pihlajalinna. This empathy study reveals citizens’ emotions toward the actors in the corona-strained health care sector.
Nearly 60 percent of all respondents experience positive emotions toward the public health care sector whereas slightly over one-fourth report negative emotions. The most common experiences among those who have responded either positive or negative emotions are contentment (30 %), disappointment (17 %), and compassion (11 %). Also, the emotions brought out by the private health care are mainly positive. Over half of the respondents experience positive emotions and only one-fifth report negative emotions. The most common emotions in this case are contentment (28 %), interest (15 %), and relief (13 %).
According to NayaDaya’s Empathy Evangelist Maria Kausto-Turner, the majority of people view both the public and private health care sectors as being ‘good enough’, especially now after the over one year long pandemic. The most common emotion reported on both sectors is contentment – the differences can be found beyond the contentment.
”The public health care sector evokes compassion and pride but also disappointment and fear. The private health care sector generates more interest and relief. There is less disappointment and fear, but emotions such as anger, contempt and disgust are more common within the private sector. These results embody the citizens’ varying attitudes toward publicly funded services and, on the other hand, the private business”, comments Kausto-Turner.
Based on the Behavior Matrix, the respondents’ emotions predict avoidance in relation to public health care (23 %) more often than the private (15 %). On the other hand, the double amount of insignificance in the private sector (private 27 % vs. Public 14 %) indicates that for over one-fourth of Finns the private health care sector is irrelevant.
In the comparison between the health care brands (among those who identified the named brands), the positive and negative emotions as well as lack of emotions were divided as follows:
• HUS evokes most both positive (54 %) and negative (17 %) emotions
• Among the private brands, Terveystalo takes the lead (pos. emotions 45 %, neg. emotions 12 %)
• Mehiläinen (pos. emotions 41 %, neg. emotions 14 %) follows very close the leading brand
• Pihlajalinna takes the challenger’s role (pos. emotions 30 %, neg. emotions 15 %)
• Lack of emotions (insignificance) is most common toward Pihlajalinna (Pihlajalinna 55 %, Mehiläinen 45 %, Terveystalo 43 %, HUS 29 %)
The most well-known brand is Terveystalo (Terveystalo 95 %, Mehiläinen 94 %, Pihlajalinna 79 %, HUS 70 %)
The most common emotion evoked by the brands is contentment. HUS, however, evokes more compassion, pride and admiration than the private brands. The private brands, on the other hand, raise more interest.
”Interest is an engaging emotion which helps to lure competitors’ disappointed or content, but nevertheless poorly engaged, customers toward one’s own brand in an evenly competitive market situation. Terveystalo, Mehiläinen, and Pihlajalinna find themselves, from the emotion experience viewpoint, in a ‘tight bunch’, where empathy and the brand’s emotional intelligence can offer means to differentiation and gaining competitive advantage”, says CEO Jari Perko from the Data & Marketing Association of Finland (DMA Finland/ASML).
NayaDaya Inc’s CEO Timo Järvinen brings up an earlier study where NayaDaya researched Finnish citizens’ emotions and engagement in relation to their own health. According to this study[1] , published earlier this year, only slightly over one-fifth of the citizen experience positively engaging emotions toward their own health. The result is very close to the one concerning the private health care brands.
”If citizen do not experience much interest or engaging emotions, for that matter, toward their own health, is it any wonder why the health care brands do not engage people more than this? If the health care service providers somehow managed to get the citizen to gain broader interest in their own health, lifestyle, and wellbeing, perhaps the brands would receive their own share of the increased amount of engaging emotions. Benefits for both the private health care sector’s brands and public health are the same”, sums up Timo Järvinen.

• Emotion data was collected through the YouGov online panels on March 5 -11, 2021 (Terveystalo, Mehiläinen and Pihlajalinna) and on March 24.-26, 2021 (public and private health care as well as HUS)
• The quota sampling was implemented on the basis of age, gender, and geographic location to represent the Finnish population of 18 years or older
• Other variables were family lifecycle, urbanization, income level, profession, education level, use of social media, and brand awareness and brand experience
• For the overall results (N=1500 and N=1002) the margin of error is ±2,2 and ±2,8 percentages with 95 percent level of trust
